Welcome to the consultation website on the future of Southbury.
Southbury Leisure Park has been identified by Enfield Council for housing-led, mixed-use development in its emerging Local Plan, as part of a wider transformation of the Southbury area.
This is an opportunity to improve the site for local residents — with new green spaces, better facilities, and places for the community to enjoy — while also delivering much-needed homes.
Royal London, the site’s owner, is working with NEAT Developments to help deliver this ambition — transforming an underused brownfield site into a vibrant, sustainable new neighbourhood.
Following our first round of consultation in July 2024, we’re now sharing more detailed proposals and continuing to engage with the local community.

The current site

Southbury Leisure Park is approximately 7.3 acres in area, and is tenanted by Cineworld, Pizza Hut, Arithmetic, Wagamama and Five Guys. The remainder of the site comprises a large surface carpark with around 542 spaces.
Kingsmead School and the Leisure Centre do not form part of the site. Our plans will improve access to both sites, with further details below.
The site benefits from excellent transport links: the A10 runs to the Eastern boundary of the site, with the A110 (Southbury Road) to the South. Southbury Station is approximately 650 metres to the East.

Policy context

Like all London boroughs, Enfield’s population is growing fast.
To meet this need, Enfield’s emerging Local Plan sets out ambitious housing targets to ensure all local people can find a place of their own.
Southbury is identified as a core area for growth with Southbury Leisure Park allocated as a key site to deliver the homes Enfield needs, along with new public spaces and amenities for the local community.

Identified as a suitable location for residential-led, mixed-use development due to its excellent public transport links and highly sustainable location

A key site within the Southbury Placemaking Area and Vision, and part of the A10 growth corridor, the Leisure Park is one of several underused brownfield sites in Southbury, which offer the opportunity for growth

Potential to deliver new public green/ open spaces, improved amenities for existing communities and an enhanced setting for the school, leisure centre and Enfield Playing Fields

A new hub for the local community

Alongside delivering much-needed new homes, our proposals will deliver sigificant benefits for the existing community

Delivering Much-Needed New Homes

Professionally managed, high-quality homes, including affordable options, to provide new homes for local people in a brownfield location.

Creating New Green Public Spaces

New civic square, linear park, gardens, rain gardens and tree lined streets will improve the local environment for the surrounding community.

Activating Southbury Road with Local Uses

New units for commercial and community uses at ground floor will create a new local centre for the wider community, bringing new life and investment to Soutbury Road.

Improving Local Connections and Supporting Sustainable Travel

New pedestrian and cycle routes through the site will create a safer and more pleasant route to Kingsmead School, Southbury Leisure Centre and Enfield Playing Fields. Financial contributions to Southbury Station and local bus services will encourage greener journeys.

Jobs and Opportunities for Local People

The proposals will generate a wide range of jobs, training, and apprenticeship opportunities for local people — both during construction and once the development is complete.
