Welcome to the consultation website on the future of Southbury Leisure Park.
Enfield Council has identified the current site as suitable for a residential-led, mixed-use development in the emerging Local Plan.
Royal London, the leasehold owner of Southbury Leisure Park, has partnered with NEAT Developments to look at how best to bring forward plans which will benefit Enfield and the local community.
We are at an early stage in the process, and want to understand how you think the site can better integrate with the existing community and deliver for you. Find out more about how you can get involved in our public consultation below.

The current site

Southbury Leisure Park is approximately 7.3 acres in area, and is tenanted by Cineworld, Pizza Hut, TGI Fridays, Wagamama and Five Guys. The remainder of the site comprises a large surface carpark with around 542 spaces.
Kingsmead School and the Leisure Centre do not form part of the site. Our plans will improve access to both sites, with further details below.
The site benefits from excellent transport links: the A10 runs to the Eastern boundary of the site, with the A110 (Southbury Road) to the South. Southbury Station is approximately 650 metres to the East.

Policy context

Enfield’s emerging Local Plan has ambitious targets to deliver 34,000 new homes over the next 10 years to meet critical housing need as the borough’s population increases.
The housing challenge in Enfield is acute, with the council currently spending £18 million over its temporary accommodation budget to house those without permanent homes.

Proposals

Creating a new community

Our aspiration is to secure a new future for the site, creating a thriving new neighbourhood which benefits Enfield and the local community

Activating Southbury Road and delivering new community uses

The current site is unwelcoming on Southbury Road, providing no activation or day-to-day community uses. We are looking to provide a new active and attractive frontage with a range of new shops and community uses.

Improving connections

We want to create new connections and routes throughout the site, improving connectivity and delivering an improved pedestrian and cycle environment. We also want to open up access to Kingsmead School, the leisure centre and Enfield Playing Fields.

Providing new green and sustainable spaces

Our vision for Southbury Leisure Park includes the creation of a new green open space for Enfield. We would like to extend and improve existing green spaces, and unlock the green spaces around the site. These new green spaces will be open to all, welcoming in the existing community and providing a much improved setting.

Improving relationship to the school and leisure centre

A key aim of the project is improving the setting of Kingsmead School, the leisure centre and Enfield Playing Fields. Access to both facilities is currently very car-focussed, and we want to open up new pedestrian and cycle friendly links, and create new green open spaces.
